Abstract

TRANSLATED FROM RUSSIAN USING GOOGLE TRANSLATE The concept of "nation", which operate on modern democracy, united only those who live here and now. But if we think about the future, they should be included in this concept and future generations, it is currently deprived not only voice, but also a representative. The author of this article offers a project to create a high commission of future generations of defenders that could on behalf of the people of the future to speak in today's political and legal structures. Legitimacy of the Commission will contribute to the way the selection of its members - not the traditional choices, and the draw, similar to that used in the formation of the commission of jurors. The main objective of the defenders of the future will be the defense of the interests and needs of future generations. High Commission will be given the absolute right to send for review or to veto laws that threaten those interests. Before taking office, members of the Committees will be held the annual pre-training. Throughout the life of the Commission will provide support for their team of highly skilled experts. Commission decisions can not be challenged by the courts, including the European Court of Human Rights. The embodiment of this project to life may give rise to a lively discussion in the political discourse of the consequences of decisions made ​​today and contribute to the effective realization of our potential power over the future.
