Abstract

While some large-scale and government-led adaptation is recorded, small-scale adaptations (e.g., in homes or businesses) are unreported, giving a partial view of national adaptation. Knowing how people adapt enables governments to incentivise and harness individual and bottom-up adaptation to support resilience. Grey literature (e.g. community-group and private sector reports) offers a rich source of adaptation information. Mining this using AI-tools and expert review would support evidence-based adaptation policy and evaluation.
