Abstract
This chapter seeks to understand the moderation of speech practices by social media platforms (SMPs) against their hate speech policies and the requirements of international human rights. The main submission is that the moderation of speech acts deemed to be hateful by some SMPs suppresses the voices of marginalised groups and often is incompatible with the requirements of international human rights. The chapter identifies the incompatibility between current artificial intelligence technologies used for the moderation of speech acts and Articles 19 and 20 of the International Covenant of Civil and Political Rights.
