This chapter examines the potential for developing quasi-independent, or at least distinct, relations between the European Union (EU) and Okinawa Prefecture through paradiplomacy – subnational engagement with overseas entities serving international statecraft functions. Traditional EU-Japan relations have focused mostly on bilateral central government interactions, often overlooking unique opportunities for meaningful direct engagement with one of Japan’s most significant outlying regions. Okinawa’s strategic geographical position, distinct cultural heritage, and specific economic characteristics present untapped potential for European engagement across multiple sectors, including: ecotourism, scientific exploration, fisheries, marine conservation and international sports hosting. Through case study interrogation, the discussion demonstrates that both EU and Okinawan authorities, alongside private sector actors, are well-positioned to broaden their relations in these and other spheres. Therein, a decentered paradiplomatic approach offers deeper understanding of Japan’s internal diversity while addressing regional security challenges through grassroots engagement. This localized strategy can thereby complement existing national-level diplomatic relations by building confidence, addressing local concerns, and developing alternative cooperation models. Success requires balancing respect for Okinawan self-determination with existing diplomatic frameworks, while maintaining focus on practical regional stability objectives, rather than encouraging separatism.
